All database links, whether public or private, need username/password of the remote/target database. Public db links are accessible by all accounts on the local database, while private db links are only accessible in the schema they are defined in. So, as suggested earlier, if you drop your public database links and recreate them exactly as you did for the fprchr account (CREATE PUBLIC DATABASE LINK …. CONNECT TO … IDENTIFIED BY … USING …) then your queries will work using any account on the local database.

也就是以public创建dblink就解决了。
