Outlook 2003" your microsoft exchange server is unavailable"

Problem Description

I have a new system. It has Microsoft Office 2003 on it. I have tried to open Microsoft Outlook but I get an error message that pops up, "Your Microsoft Exchange Server is unavailable". When I exit out of this message I get a window that pops up that states "unable to open your default email folder, your profile is not configured". Can anyone tell me how I fix this issue. What is the Microsoft Exchange Server? I have access to the internet on a cable modem and it is working fine. I can use Outlook express to read and send email but I Outlook to use my Palm pilot with. Thanks for any help you can give.

Control Panel >E-Mail > E-Mail Accounts > select Existing E-mail Accounts , and click Change > More Settings...>Security tab>Encryption>
